They aren't repealing Obamacare they are amending it to Trumpcare. Most(Healthy portion) of the ACA is retained.

Obamacare (the ACA) => Trumpcare (the ACA amended to the AHCA).

1.) Subsidy eligibility tied to income level not just age, scaling up to 350% of poverty line (down from 400%) (page 2, table on page 6)

2.) Minimum coverage requirement dropped from 70% to 58% (page 5)

3.) Abortion is not a requirement for qualified plans (except to save life of mother) starting in 2018 (page 8)

4.) States can offer "more flexible" medicaid plans starting in 2020 (page 86)

5.) 'Essential health benefit' requirements completely removed starting in 2020 (Page 41)

6.) Removed requirement for portion of premium revenue that must go to providing healthcare starting in 2020 (page 134)

7.) States are penalized by between 0.5% to 2% of their medicaid grant for spending more than 25% above the average per participant of the preceding year, not just exceeding their own caps (page 64)

8.) Allocates $2 billion in FY2018 to the department of Health and Human Services "to provide grants to States to support substance use disorder treatment and recovery support services for individuals with mental or substance use disorders." (Pg 133)

9.) No change on pre-existing conditions or creation of a "high risk" pool


#6 seems the most questionable part.
