Though for what it's worth I would call "being a merc's assist" different than "making a merc rosterable" too so even if you didn't agree with that.

Basically I don't wanna dawdle on exactly why as I'm not an admin, but I'm pretty sure one of those things would get around Protester Power.

Would lean towards 'being an assist' being more important here yeah. Just need to see if I can find an example of getting around protester power like that.

Technically Neclord's ability is used on the week previous and is a Results ability not a Peacetime ability which puts it outside the scope of Protester Power even ignoring the other potential snags but that's just how I see it.

this sounds right to me. it's like the Agnes ruling, but one step bigger.

Main reason I'm not sure this works is that Claire's effect is persistent. It's not a 'one-time' check like Akuma's Weaklings. But on the other hand it does say 'abilities can't be USED' to tag mercs in for this week, and it's not that week...so yeah, grey area. I think it's like 99% likely Neclord works, I just need to find the 'correct' reason why.

I can't find any instances of an assist above the tier being brought on a Protestor Power day.

I did find this, in low tier with Protestor Power in effect. I forget exactly why it works this way (Ryu and Vanille are both 5 upkeep).

Neclord works IMO

EDIT: To clarify that is not a direct precedent (Hecaton is a 0 upkeep assist that coincidentally inflates Vanille's own upkeep to 5) but it's close enough for government work. In absence of a precedent I think it's fair to say Neclord works.

The reason Vanille works with Protester Power (and ironically isn't rosterable when her Peacetime super Protester Power is in effect) is because she's rosterable coming into war and isn't retroactively made unrosterable or requiring a paydown by an upkeep increase-- just gets an increase in required slots.

fun fact about vanille: her peacetime super protester power doesn't ban paydowns I don't think. It just bans them from being rostered, basically Akumaing every paydown automatically.
