I'm not sure if this is everything, but this is what I've found listed.

New character/s.
Additional voice over dialog.
New animation cutscenes.
More Personas, including new Ultimate Personas
New areas, such as a beach, Okina City and a ski resort.
New events, such as a halloween event and a skiing trip.
Yu and his friends now have motorbikes to get around various areas. Motorbikes can be used in battle (like a follow-up attack it seems)
Tag team attacks.
Some menus are now in blue.
The ability to participate in a quiz show.
Battle Costumes.
New Garden and Bug Catching features.
The ability to call for help via WiFi when your party reaches critical state

I haven't really been following it besides silliconera headlines but IIRC the most notable things are

costumes
ski trip event
characters can get motorcycle licenses and visit nearby towns for a day
TV programs you can watch other than the midnight channel
clips from the tv anime series
rescue system if you get wiped out in a dungeon
new NPC character in charge of rescue system
third tier persona for each party member
Rise has new abilities like healing the party and helping the MC get back up when he gets knocked down by an attack, and she teleports in for all out attacks

Ah, you're just not used to the idea of DLC being an option.

This is pretty much the only way paid content should work in games -- purely cosmetic, purely non-gameplay. Players who actually want to put more money into the game for whatever reason (they have extra money, they really love the game, etc.) should absolutely have the option to do so, but players who just want to play the game shouldn't feel compelled to pay extra to get a complete game.

I guess I'm not quite putting it right. The issue isn't just that it's useless. It's that they expect you to pay 5 bucks for something useless. I wouldn't mind if it was, say, a dollar or 2. And I don't mind if it's something that does something and I'm paying 5 bucks. I guess it's kinda a question of worth. Overpriced, like Weaku said.

Maybe you are mad that Namco is missing out on an opportunity to make more money by appealing to more customers with a cheaper price tag? Sure, I guess they could make more money overall with $1 or $2 costumes, but who knows, maybe $5 is better. The only people who should be bothered by this are people who want the costume but think $5 is too much (not you because you think they are useless) and the marketing people at Namco, whose paychecks depend on how many costumes are sold (also not you, as far as I know).

He clearly means the OP for them...and even if I wouldn't put it ahead of those 2 OPs or even either of the 2 P4 anime OPs, I still kinda like it. I mean certainly fitting for something called Golden.

Oh and the complaints for the overpriced DLC costumes for Graces f mainly has to do with Japan's business practice for them, as you know that things are always overpriced over there and I don't think the US branch can change it.

Though I'm still upset for them not putting up the Code Geass costumes.
