The 13 from obvious and probable.
About 3 possibles, most of those carry some sort of inherent flaw either not being a very strong character or a character thats not very well suited for a party fighter. Sir Dan and Spike are probably the most suited, I'll guess those and something from Killzone and Resistance as well.
The long shots are hard to guess but its a practical certainty that they'll be there, we've seen from Nintendo what including obscure characters can do for reviving their franchises. Gonna guess Tomba and something else.
For 3rd party Snake sells out to everyone, he's already been in two different crossover party fighters. Of the other previous Sony icons Lara is probably the most likely.

I think Lightning will be in it. Maybe partially because of the Michael video, but whatever.

I don't see Square handing over any of their characters for something like this, they could feasibly make their own version of something like this at any stage and so will want people retaining that sense of yearning. Not like theres any notoriety gain by including someone like Cloud either, he's well known at this stage.

The Activision duo are more likely although I don't really see it happening, particularly Spyro with the success of Skylanders. Crash is in a pretty bad place at the moment so that one is more likely.

Square might be willing to contribute Lara Croft and to a lesser liklihood Gex because frankly they could do with the publicity and aren't going to be a core part of their cross-series games. Konami will probably hand over just about anything. Unsure on Namco although someone like Klonoa would be mutually beneficial.
