Since it's free for the first month, it does kind of remind me of how Pokemon Black and White had Victini available through wifi for a limited time right after its release, or how Platinum had the Secret Key event in the same way. It's used to encourage people to buy the game quickly before the promotion runs out, only this time you can still get it afterwards if you're willing to pay for it. I guess whether that's good or bad depends on whether you feel that's fair or exploitative.
I wonder if they'll do something like that for the 3DS Pokemon games...

Yeah it's also like how Nintendo made Excitebike 3D for free when the eShop launched until like July to get people to go and check out the eShop. And on the holidays they had Zelda: Four Swords for free until February to give a little holiday incentive. "Check it out now and you can get this for free!"
A month and a half is tons of time, heck most games make all their sales in their first week.

Because of how game design and production works, usually. When the game goes into production, the art/model/etc teams have nothing to do and the game can't be changed, so they make new stuff for DLC instead.
If anything, doing it this way is pretty much the most consumer friendly you can be.
The only thing I'm worried about is Nintendo not giving the US/EU all of the DLC characters for some reason. Specifically, the FE2, 3, 4, 5, and 6 characters. I hope they're not dumb enough to go 'well they never got those games so it's not worth the effort' or something... but Nintendo does that kind of stuff all the time .-.

Being worried about the state of the DLC isn't very important, considering there's no US release confirmed yet. Sorta need the game to get the DLC. >_<
(The fact that there's an EU release announced, the JP release is Thurs, and there's no word of a US release in the slightest, is kind of worrysome.)
