I personally like the buffer and support of my comrades whenever I roll scum, so yeah I think they should be allowed. A lot of the fun of being scum is working together as a team, and that includes helping to direct things from behind the scenes, even when dead. Also, it's not overpowered, as it would be for town, since scum receive all information from night actions as a collective. Like, if town flavor cop dies, town doesn't get his scan from the night he dies (so allowing dead talking would be a big advantage).
