Both. If Gravity is currently in effect, you can't select Splash as your move. If you already chose Splash and something uses Gravity, you'll get a message saying you can't use Splash when the Pokemon tries to use it. I believe you don't use up any PP if this happens.

What if splash is your only move? Can you not select anything, or does Struggle become available.

What would be hilarious is if Splash was the only move, and Gravity makes Splash unavailable so you use Struggle instead, but the other guy's HP is low enough that Struggle KOs him. He could have won if he just let you Splash!

This is as great as that random trainer with a level 67(or something around that level) magikarp that only knew Splash.

What exactly does splash do?

And what does Gravity do?

Splash does nothing. Absolutely nothing. Basically, the poke flops around helplessly.

Gravity, on the other hand, prevents moves that requires the poke to fly, leap, or otherwise go up. Also makes Flying types lose their immunity to Ground and spikes.

Note taken, only way for Magikarp can do anything before Tackle comes in is to use Gravity. Maybe that's why they did that.

Well obviously smeargle can have whatever you want, but preferably someone with the stats necessary to throw down 2-3 sword dances, a gravity and then still get out would be nice.

yeah i think this is the closest thing gravity has to being useful - go Fireblast instead of Flamethrower, etc.
