Even less reason to exist than Vaan. Her entire relevance is to serve as a foil for Vaan in one scene and then she just tags along for the rest of the journey for no reason at all save, I guess, the fact that Vaan is doing the same.

The only reason I'm giving her any points at all is because she's cute and her innate magic stats make her not totally useless in battle.

The FF12 cast are some of the worst characters ever. That being said, Penelo is probably the best of the cast, because she does nothing that actually upsets/annoys me, probably because she does very little in the grand scheme of things tho. But she is quite bland.

really? Vaan is terrible, but nobody else is that bad. Penelo's boring and Fran's a furry, but Ashe, Basch, and Balthier are all awesome and they make up 50% of the cast!

There's much worse casts than XII

Penelo is Vaan's best friend. Not sure why, since she's infinitely better than Vaan in every respect except ABS. Unlike Vaan, who is a huge annoying cliche, Penelo is a perfectly likable cliche. She's still a cliche though, so she gets a 5.

From what I can tell the high scores are from people who think she is hot and that is all that matters.

Yeah... this is just an all-around terrible opinion.

I'd hate myself if I had the mindset to rank a nothing over Ashe, Basch, or Balthier because the nothing does nothing offensive.

Eh I could see it, but the characters would have to be really bad and add no positives either. Like... say you made a FF game and the cast was like...

Vaan
Penelo
Terra
Rinoa
Aeris
Rosa (wow so many bad FF girls)

Penelo's totally the best character in that game by virtue of not being annoying.

Of course this is the mindset of a guy who rates Penelo 2.5 not 6 so yeah that is pretty dumb.
