Psycho Mantis is from the Last Days of Foxhound, which is a web comic based off the Metal Gear Solid Series. Psycho Mantis is a very powerful psychic able to manipulate the minds of others as well as directly enter them and use telepathy to make people his puppets for his general amusement. He is a fan of coffee and is unafraid to spew it onto others if a situation that surprises him while drinking comes about. He hates humanity, especially women, and wishes to see them all perish in fiery flames while he laughs in triumph. Yes, that probably includes you too. He's kind of a dick in that regard. Don't even get him started on genetics either, that probably ends badly for you as well.
VERSUS
From Full Metal Alchemist, Roy Mustang is a military commander who wishes to become the next Fuhrer. On the surface Mustang is shallow and self-absorbed, but deep down he is an expert tactician, capable of manipulating others and planning several steps ahead of foes. Mustang's main offensive ability is his alchemy, made possible through his unique custom-made gloves, composed of a unique material and embroidered with Transmutation Circles (which enable alchemy). The gloves create a spark through which Mustang can combust the surrounding air into flames.
In addition to basic flame attacks, Mustang can produce powerful, localized explosions with outside sources of ignition such as matches. He can also delegate each hand to different tasks the right is normally used for larger ones, while the left is used for smaller, pinpoint attacks (like evaporating the moisture in an opponent's eyes).
Neutral battlefield, write ups are summations etc.
depends on how good it is and how fast that takes?
i mean mustang's go to is basically 'snap fingers to blow it up.' doesn't take a whole lotta time to do it and unless this mantis is entirely different, he's also faster on his feet. explosions don't exactly tend to be the most personal sized either.

Well, so are Mustang's explosions, but Mantis still probably has this, simply because he'll survive a fireburst or two, but mind control is more persistent (unless damaging Mantis will break it? I forget this part).

<_<; from the looks of it, mustang's more all business than mantis is there. and assuming this guy has the same issues as the other, the dude's got burns all over most of his body - not a good idea to face a guy who specifically does that.
mustang in fights to the death, or hell any serious fight, does not hold back and borders on ruthless. finger snap, kaboom. fight's less of an issue of what do they have and more of one to do with how quick they're willing to strike and how good that strike is.

Mantis can't even levitate himself without requiring a lot of concentration, which oddly enough is brought up when he says that about how an explosion threw him off. He's more prone to mess around and not do things instantly, and the moment he's caught in an explosion he's gonna be majorly hurt/dead and all concentration completely broken.

As for what Mantis does in a fight, he almost always resorts to the mind control thing first off. It was rare that he was ever in a serious fight, but when he was with Fox, he opened up with the lightning
Worth noting also that Ocelot, with all of his stupid 'I can shoot things by shooting at myself' ability, made no bones about the fact that he had no way in hell of actually hitting Mantis. Guy's too quick with the mindread dodging

and... how does that exactly help against explosions. slashes are done to 1 person. dodging that is entirely different from trying to not get blown up.
especially from a guy whose philsophy in a fight that wasn't even serious can be found here:
early episode fight that wasn't even something roy took seriously. fought most of it with just 1 glove. by the end of it the guy was firebombing everything. which is also what he was doing beforehand really - dude's considered a 'hero' in the war because he was busy firebombing everything and everyone.
instead of finding each fight scene really, amvs were made for this.
torturing envy due to personal issues, with said torture being burn out the tongue, blind, and firebomb a lot. upon ever seeing gluttony, fireblasted him out the tower. meets the army of zombie-homunculus? firebombs them all in a pretty awesome pattern.
and that's normal for him. when he faked a person's death or when he invaded the main base he blew the place up like crazy (also in the amv whoo) because if he didn't nobody'd take it seriously. and that was still him holding back to avoid killing anyone (since they're to be his future soldiers, and thus aren't necessarily what he considered enemies).
fight starts, he's snapping that finger to make a pretty big explosion. won't comfort blast him like he did to Ed, won't torture like he did to Envy, more likely that it'd be like... well, everyone else. big blast. can't really compare to a sword. and if he got shaken up by a little explosion, he'd be the center of this one. >_>;

mustang. the medium isn't very friendly for mantis. we know how roy starts his fights and i'm not sure he needs more than one pop to win this. kill in one? maybe, maybe not. but a point blank explosion is plenty to rock any one that needs any form of concentration. guy's a soldier and goes for the kill, and you don't dodge fireblasts that easy.

Mustang based off what I saw from Roy in Brotherhood as well as Mantis being little shaken by just one explosion I see this match pretty much starting then ending within seconds as Roy snaps his fingers one or several times exploding Mantis into giblets.

How do you "outmaneuver" a guy who can create multiple explosions instantly?
For me it just comes down to Mustang's finger snapping before Mantis has the concentration to use any of his powers, especially mind control. Past that, the explosions are gonna guarantee either death or breaking Mantis's concentration, meaning he still doesn't get his stuff off and dies from the onslaught of explosions.

...besides, if he was tanky enough to be impaled through the chest, and all it did was throw him off for a moment, I doubt a few explosions are going to kill him
