I often laughed at the interactions between the Seifer Gang - they had real chemistry, which is more than I can say for your actal party members! That being said, Fujin is still pretty much a gimmick character, so yeah a little above average sounds right.

She would have gotten best score but she hangs out with Raijin, ya know.

Likable, though not much depth.... but she has that scene where she drops the weird speech thing and chews Seifer out (in a friendly-ish way) which I quite like.
