To add extra emphasis to whatever you're typing or to add a mischievous connotation to the point you're trying to get across in whatever you're typing. Not the way they're supposed to be used of course, but I'll be darned if I don't see them used like that constantly. Why tildes instead of exclamation points/wink face emoticons respectively which would be more appropriate? Dunno that either. There ya go!

tilde and enter are the two keys that literally the furthest apart on the keyboard

but yeah it basically denotes a teasing kind of tone imo

Tilde is 3 keys left of Enter for me, the tilde that works anyway !

The other tilde key does # instead or \ if I go alt+ctrl.

well it's right next to enter on my keyboard, and I hit by mistake often and I'm sure that's how this whole thing started
