And it's all because of Government. If the governments wouldn't inevitable just keep records on everyone who uses this, it'd be cool to see this take off.

What the hell, this is f***ing crazy. Right now I'm thinking less about the ethical implications of this and more just being baffled over how something like this is even possible. Technology is amazing.
Awesome. Though yeah, stuff like this does make one think about government relay chips and the like.
I never thought I'd see the day we even got this close to this type of thing though.

Viewing memories wouldn't really be all that useful except as entertainment for the person doing the viewing, considering that they're malleable as hell.

Really?
For one, the government would start making arguments to using that ability in court cases. It sort of reminds me of Minority Report, except instead of knowing the future, they know everything you've done in the past.

That would be terrifying. Eye witnesses are terrible as is, it would be a horrible, horrible idea to treat a "taped" memory as if it was a video of actual events.
And I doubt it would get used in court. There would be a mountain of expert witnesses to testify to the fallibility of memory. This method wouldn't improve memory, but the visual nature would make people think their memory was more accurate than it really was. It would compound the problem.
Much as I hate to be Ulti for a topic, I do suspect that if the technology existed and it was practical, the government would log everyones' thoughts and claim you shouldn't mind if you aren't a criminal.

I agree that it would be terrible and that's why I'm hesitant to the findings described in the article. It's definitely incredibly cool, but governments like to ruin everything. If they can pull this off, I imagine at some point they will be able to detect a range of emotions (such as through blood flow, adrenal glands, etc) a person is going through/has been going through somehow link them to your memories. I know that looks absurd, but so does the article. We can only expect at some point (maybe not in our lifetimes, hopefully not), that someone is going to find a way to read your actual thoughts.

"Given a big enough database of video material and enough computing power, the system would be able to re-create any images in your brain."
Whether that could accurately recreate images in your brain is the question. Very interesting, impressive stuff, but not quite really taking images directly from someone's mind.
