(1) Jack Rakan
From Mahou Sensei Negima, Jack Rakan is a laid-back yet powerful fighter. One of the few capable of taking on the legendary mage Nagi Springfield on equal footing, Rakan is a skilled hand-to-hand fighter with excellent physical durability and magical resistance, able to react to lightning-fast movements with years of experience; he is able to reverse the tide of battle while being pummeled simply by studying his opponent's attack. He can activate a defensive aura of magic that increases his durability, speed, and power; he can also dispel the defenses of a magical barrier with his hand.
Rakan's skill The Man with a Thousand Faces can create numerous bladed weapons that Rakan can instantly change on a whim, including a building-sized sword and numerous small blades; he can also charge energy into the weapons, use the weapons to parry attacks, and copy any type of weapon he wants. His Warship Breaker move charges up a building-sized sword with energy and hurls it at a target at hypersonic speeds. Rakan can also use his Hypersonic Halberd technique to create an explosion of roughly 300m. He can also exorcise spirits by attacking the soul directly.
(8) Hakumen
From Blazblue, Hakumen is one of the legendary Six Heroes who sealed the Black Beast, a powerful monster. Armed with the sword Ookami, which can kill immortals and stop regeneration, and clad in the Susano'o Unit, which gives him nearly limitless stamina and power, he is a terror on the battlefield, recognized as being far above most of his allies and enemies even while operating at a fraction of his full power.
Hakumen's specialty is counterattacking: he is equipped with a large array of techniques that enable him to take an enemy's blows and projectiles and reflect them back at him, or nullify them outright. Particularly notable among these is the Fumajin, which uses projectiles launched by an enemy to create an energy concentration, which stops all other attacks that pass through it and damages those who come into contact with it.
Funny you should mention it, because I'm currently operating at the full power of my facedesking. Fix'd.
Also, just for the record, allow me to remind everyone that Hakumen does NOT have access to any gameplay mechanics. His own moves are OK for the most part, even the Astral Heat, but he can't Faultless Defense or Burst. Just in case anyone's unsure about it.

I sure don't, as I do not play Blazblue. The game's fans can chime in and clarify that. If it turns out full power Hakumen has no showings or is very ???? we'll use the next best version, same as we've done with Arcueid.

***Negima spoilers*** - - - - - Here's some more stuff on Rakan:
Rakan is fast enough to chase down a person moving at 150km/s (Mach 441). After Negi activated his ability to move at Mach 441, Rakan closed a gap of around 50m and punched Negi. Negi ran to the other side of the arena and as soon as he stops, Rakan is there and Negi barely dodges from an attack from the side. Negi runs again. As soon as he stops, Rakan is BEHIND Negi. Negi doesn't have time to dodge or block and Rakan nails Negi with a strong attack. Negi is left questioning if Rakan is still faster than him despite moving at Mach 441. Rakan tell Negi that Negi's ability telegraphs where Negi is going to go but it still takes a ton of raw speed to actually capitalize on this.
Rakan was fighting a person named Kagetarou. Kagetarou uses spear like ribbons that can change direction in midair and effortlessly cut buildings in half. Kagetarou sent a ribbon aimed at Rakan's head. Rakan easily catches it with two fingers.
Rakan's spell "Eternal Negi Fever" emits a beam of light that comes out of his entire body. It's powerful enough to destroy a large hill in the background.
Negi has a spell called "Thousand Thunderbolts" that was capable of destroying about 60% of a large floating boulder that is about 100m in length while the spell was incomplete. Negi trains for a month after this feat before fighting Rakan. Despite being able to do this, during the fight Negi says his own person level of power still isn't enough to beat Rakan.

And Black Beast is supposedly = Mu according to Hazama, so that don't bode well for Hak here.

I've only played BB, and I have no real experience with Negima, but I'm leaning Rakan. Hakumen really doesn't impress me in-gameplay, and 100% power isn't going to change how slow he is in battle.

Basically Hakumen's slashes hurt, a lot. He's also faster when he's stronger.
How fast he is at 100 is uknown unless someone actually knows. Doubt he's near Rakan's speed on whats stated, I dont even think Bang reaches that speed.
Id figure he'd clash his sword with Warship Breaker, but thats just Me. Jack Rakan probably beats him everywhere else.

If I remmber correctly, they had to use nukes, a crap load of them against the black beast. The thing was, the black beast was unaffected by the nukes. Prettty much, it took Hakumen, Platinum the Trinity, Valkenhyne, Terumi (Hazama), Nine, Jubei and Ragna the Blood Edge to fight the black beast, Ragna sacrificing himself to stop the Black beast movement

***Negima spoilers*** - - - - - - Rakan doesn't move at Mach 441. I should have said this with the other stuff. The reason Rakan is able to chase down Negi (the person moving at Mach 441) is because Negi's movements were telegraphed. Rakan could tell which direction Negi was going to be moving in before they actually started moving. When Negi started fighting in close quarters to reduce the disadvantage of movements being telegraphed, Rakan was no longer able to hit Negi. Negi was definitely at risk of being hit if he messed up while fighting at that range, though.

Im just gonna guess that Hakumen would be able to cut through those building size swords. If was able to damage the black beast, he should be able to those swords with ease at 100%, unless the sword were unbreakable or something, I haven't read negima for a long time, i got lazy around chapter 30-60? I do however skim random future chapters randomly, isn't negima ending soon or so?
The swords are just really large swords Rakan can summon. They don't have any particularly special property. The latest Negima arc just ended a few chapters ago so we are kinda in between arcs right now. The next arc is supposed to be the last one but that still probably means at least a 100 more chapters to go.

Yea, my memory on blazblue is meh. The fact that I'm too lazy to finish both storyline of CT and CS doesn't help, I just know random bits of info. Has the blazblue phase Zero been translated yet? If it is, it could help with Hakumen's case.
yea, it's about bloodedge. Though, im not sure even there is more than 1 volume, basically, Nu fuses with Ragna fake azure grimoire I think and becomes the black beast by herself. Ragna loses all his memory and has random memories like jubei and the rabbit. Jubei is not called Jubei but has another name. Basically some other random things, there is a manga of phase zero but only 1 chapter so far, or afaik.
