It's pretty simple really. Terra > Kain > Cloud > Seph.

Terra can use Cure at lvl 3 to fully heal and has no semblance of MP, so she can do it forever. Needless to say, you never die. Kain and Cloud have the same damage behind their attacks at lvl 3, but Jump is better for early-game. Seph is pretty much just a worse-hitting Cloud.

I had a lot of time all those years back.

Fun fact: I once died as Seph against AOL Broadband after beating it.

Tiers are definitely:

Terra >>> Kain >> Cloud > Sephiroth

For the same reasons that some character mentions. You do kind of have to be careful with Terra early on, though.
