Kuja's a trigger. Triggers occur after the triggering ability is declared. So the terrain declaration fully resolved; it was just subsequently changed to neutral.

i agree it was declared but the rules say '- You cannot use the same terrain twice in a row.' and i don't think declaring the terrain counts as a use in this sense. the match has to take place on the terrain.
