There's a place called the proving grounds that you can go to and when you arrive an NPC says you need to pay your dues so I'm like ok I've got hella gold. Then it proceeds to ask if you want to go to the in-game store to purchase the dlc. I'm really took back by this one. I know a lot of games probably have worse than that but it's just stuck there on the map and I can't explore it

I think it was the first Dragon Age that was infamous for doing that kind of immersion-breaking DLC pitch. It's not particularly uncommon, sadly.

I dont think the issue here is being asked to pay in order to access DLC, but more about how this is being presented.

Say they released another DLC for Skyrim and you didnt want to buy it. Which would you prefer?:
A) The new content isnt acknowledged whatsoever in-game unless it has been purchased, and so not buying it has no effect on the experience.
B) A courier runs up to you and tells you that a new region has been discovered which is said to contain treasures and wonders far beyond what you have seen before, and you can get there by heading down to the docks... and slipping the ship captain a cool $20 (plus tax).

Theres nothing inherently wrong with option B, but its definitely jarring (and to some degree manipulative) for something to be presented as part of the vanilla experience and then revealed to be a paid add-on.

Id much rather have a game include an npc I can just ignore as compared to countless titles that are built around gatcha loot box mechanics

This seems like a complete non issue as far as DLC implementation goes, certainly not any worse than your average game.

Also it isn't even a microtransaction from the sounds of it but an expansion. I was expecting something like an "arcade" feature that forced you to spend a small amount of money per life in a difficult area.
