It's supposed to learn Fire Blast at level 51, but a programmer made an error and accidentally had it learn Leer because their index numbers or whatever are right next to each other

Interestingly enough, despite them fixing some movesets from R/B/G to Yellow, they didn't fix Moltres in Yellow.

Moltres moveset got better because of that oversight though. It could learn Fire Blast through TM. It would never have learned Leer otherwise. Getting an additional move is better than not getting that additional move tbh

In Gen 1 Fire Spin is also involved since Burn + trapping moves are surprisingly good.

In Gen 3 it's bread and butter is Fire Blast but its only so good because Fire is a pretty good offensive typing against some of the nastier mons in the tier, and it has Will-o-Wisp to back it up

Back then, a lot of the weird coding (not this particular case which was basically the code equivalent of a typo, but speaking generally) was simply being creative in order to work within the limits of the hardware.

There's all sorts of shit like that in Gen 1. Like the Toxic move messing with leech seed. And speed affecting crit rate. Also Psychic is supposed to be weak to Ghost move, but they're actually completely immune.

In gen 1, if you level up a Pikachu or Eevee during battle and end that fight with your Growlithe on the field, they'll evolve. This is because Growlithe shares its index number with the Thunderstone.

Here's a fun one. Try going to the Pewter City Pokemon Center and talking to the Jigglypuff. Then, without talking to Pikachu, go over by the Cable Club and walk up and down for a few minutes. The game will corrupt itself because it REALLY doesn't like Pikachu being offscreen.

Are there other Normal moves that cause paralysis in that gen?

It could just be they somehow spread the "you can't paralyze an Electric type with TW" and accidentally spread it to other types/attacks.

No idea how they would do that but this is Gen One, literally anything is on the table.

So this thread covers it in addition to being an interesting read of people realizing in real time the simulation of a 20 years old metagame had been wrong thus redefining meta strategies.

https://www.smogon.com/forums/threads/normal-types-cannot-be-paralyzed-by-body-slam.3525371/

The game is coded so an X type move cannot cause a secondary status condition to an X type Pokmon.

Moves in Gen 1 are coded to not be able to inflict status on Pokemon of the same type. Ostensibly, this is so that Electric types can't be paralyzed with Thunder Wave and the like.

Body Slam just happens to be the only move in Gen 1 that can inflict a status not normally tied to its type (edit: and Twinneedle).
