First it is obvious that it was as much written for the Supreme Court as it was for Trump. Second, you had three judges, one of which was appointed by a Republican unanimously agreeing. Third, the order was written to bring Trump's delay tactics to a halt. In addition to giving him a deadline to appeal to the Supreme Court they also addressed what will happen if Trump tries to go for an en banc hearing.
