You draw it, you play it immediately, you get the card you wouldve got if it wasnt in your deck plus one right away, you always have a benefit. It was one of those cards that had to be in everybodys deck. Back in the early days, there were a lot of those. Monster Reborn, Raigeki, Black Hole, Change of heart, mirror force, Jinzo, everyone had to have em. By the time Blue Eyes wasnt a good card anymore (so around the second expansion) there were entire decks of must-have cards and the rarer cards were always stronger. I don't think there was really a plan for the longevity of the game at the time.
