I can't imagine a scenario where step siblings being together like that isn't weird. There's not really any amount of mental gymnastics that feels like it justifies that kind of relationship with someone who you're supposed to love like a sibling.

Maybe you're in your late 20s, no longer live at home, and then your parent gets remarried, and they also have a child in their late 20s and single? That's the least suspicious scenario that really exists because the two would never have that sibling relationship form...but pretty much any younger than 18, there's plenty of time to develop a sibling relationship.

Normal families go out on vacations together once a year, have a few weekends together every month where they do family centered activities and have pretty moderate adult supervision until they're 16 and able to drive. Helicopter parents are becoming more and more of the norm.
