No Ive never heard of such an idea but it sounds like a bad idea. Rice being dry is what allows it to be stored safely. I wouldnt want to add moisture to it until Im cooking it.

I usually only wash rice if Im making sushi rice

Can't say I've ever heard of washing rice. It's dry food so I don't see any reason to add water unless I'm cooking it.

Rinsing modern rice is a practice that people do because it's a learned habit, not because of any culinary or health necessity.

You're free to do it, but you're just wasting time (and water).

People are naturally resistant to this fact because it means admitting you've been doing something wrong/unnecessarily for most of your life.

Before storing it? No. Before cooking it? When it's white jasmine rice I'll rinse it through once, but not so much calrose or some other grains.

We have a bag / bucket of rice in a corner / shelf that we scoop directly from and rinse before cooking. I may only rinse before storing if I will be cooking rice at a camping trip.

You can prewash prior to cooking to get rid of some of the starch before cooking but prewashing before you store it isn't recommended.

It just so happens that the natural bacteria found on rice produces plenty of harmful toxins if stored incorrectly, and would cause food poisoning if ingested.
