I'd like my situation to change. I also don't want to ever make somebody else uncomfortable in that pursuit.

you're likely not going to meet anyone in person for a while, but you can likely meet others virtually based on shared interests, and hopefully something can build from there.

Work out. Good way to vent that negativity and direct it towards self improvement. Cliche, but it's the move to make.

Reduce all smoking, drinking, jerking, etc. Remove any overabundance of self-rewarding impulses that trick your brain into thinking being depressed, lonely and sad leads to all that dopamine. Will take time and suck.

Creative hobbies are never too late to start. Pick the one you like most for an easier time or something you suck at entirely to clean slate (E.G: For me, that is drawing this year.)

Then try getting to know them a little before you think about dating them (probably sound advice for anyone...), and don't let your first verbal contact be a pick-up line or anything that sounds like a pick-up line. Maybe just get some basic practice in simply communicating with people, before you try to make your conversations "go somewhere".

Sure, but even then if they are of the opposite sex and I talk to them being friendly I might make them uncomfortable.

That is a risk you'll just have to take. You can't go through life being too scared to say anything in case it bores people, or your attempts at humour fall flat, or it makes you seem a little needy, awkward, or weird. Hell, if everyone else was worried about it and kept their mouths shut, no one would say anything to anyone! Just join the rest of us idiots making fools of ourselves.
