There are places that have different ages of consents for different age groups(like say 16 year olds can consent to sex with people between say 15 and 20 years old.) If there's just a general age, then it applies to everyone.

That's actually true in some places, and even where it's not, it's socially true. Dating someone in the middle of high school when you're post college age is a very bad thing to do, even if it's not specifically illegal. Legality and morality are not the same thing.

Where you have to be within 4 years of the underage person. At least thats what kids in my area said in the late 90s.

That's literally not how age of consent works. It explictly refers to one's ability to consent to sex with adults.

In most states, the age of consent is 16, and it literally means that for the most part any adult of any age can fuck a 16 year old, except for certain situations such as if the adult is also their manager at work, if they're drinking alcohol, etc.

The "within X years" laws are exceptions made so a high school senior doesn't get locked up for banging a high school junior, but the junior is still below the age of consent. That's why my buddy in college didn't go to jail for getting his 16 year old girlfriend pregnant when he was 20. I'm not sure if we have Romeo & Juliet laws for under 16 though.
