Why is water minimum?

The best is 1 8oz sports drink to 4 bottles of water.

I don't mean that water is minimal, but that it's the minimum acceptable response

A randomized trial to assess the potential of different beverages to affect hydration status: development of a beverage hydration index

https://academic.oup.com/ajcn/article/103/3/717/4564598

tl;dr

Skimmed milk, oral rehydration solution (Pedilyte), full-fat milk, and orange juice offer the best hydration, about 50% better than plain water. Surprisingly, cola comes in 5th at about 25% more effective than water. Sports drinks are only very slightly more effective than plain water, and still water is better than sparkling. Coffee comes in dead last.

Each subject (n = 72, euhydrated and fasted male subjects) ingested 1 L still water or 1 of 3 other commercially available beverages over a period of 30 min. Urine output was then collected for the subsequent 4 h. The BHI was corrected for the water content of drinks and was calculated as the amount of water retained at 2 h after ingestion relative to that observed after the ingestion of still water.

Oh, that makes sense.

I kinda more meant, like, oral hydration rather than quality urine.

Thirst is related to hydration, but they're not completely linked. You can quench thirst to a certain extent by just swishing water around in your mouth without actually swallowing any, and getting IV fluids will sate dehydration without immediately quenching thirst. The body extrapolates feelings of hydration based on the presence of water in the mouth: the loss of blood pressure and increase in blood solute concentration associated with dehydration doesn't go away until several minutes after you drink water, but the mere feeling of swallowing water signals the brain to stop telling you you're thirsty so you'll stop drinking.

The extension of this is that anything that moistens or dries out your throat to a degree that doesn't align with how well it will hydrate will quench/worsen your thirst without having the same effect on your actual hydration levels. It'll balance out in the long run as your body processes the drink and adjusts your perception of thirst based on where your hydration levels stand, but in terms of immediate thirst, "most hydrating" and "most thirst-quenching" aren't necessarily the same thing.

That suggests some kind of infection. You should talk to a doctor about it; I doubt drinking something more refreshing is going to help with that.
