Nothing. We're not going to charge into Mexico with unsanctioned force (at least, not more than we do already), the cartels have half of central America's government officials in their pockets and we're not going to start flipping governments down there.

Also, cartels have a ton more resources than, say, ISIS does.

This is just Trump giving his base a reacharound.

Eh. I've been thinking we should annex Mexico and use that situation as an opportunity to turn the military against the cartels for a while.

I say annex Mexico, using the military to hit the cartels within Mexico as hard as we can, then carve Mexico up into several states and give all the Mexicans American citizenship. Don't have to worry about Mexicans crossing the border illegally if you extend the border to take Mexico as our own and the narrower border at the southern end of Mexico would probably be easier to manage, so you don't have to debate building a useless wall from California to Texas.
