State or city or nation, legally you have to leave the departure zone of the airport to count as being there. If you were there in a layover , local governments don't considered you to have been there unless you walk out of the departure zone I was in a Hong Kong airport but legally I have never been to Hong Kong because I stayed inside the departure zone and then got on another plane ... I would count driving through a state, but not a layover unless you actually leave the airport.

Technically airports are Federal property, or at least are on Federal property. You landed in the United States, but you didnt land in Colorado or Texas. You could have walked to those States but chose not to.
