I went to Vegas this week and had a layover in Colorado on the way there and Texas on the way back. I never left the airport (though I did leave the terminal in Colorado on accident and had to go back through security). I wanted to know if y'all count that as "going" to those states.

As long as I set foot or wheels in a state I consider myself being in (and having been to) that state.

I would agree with this. The last two flights I went on had layovers in Utah and Colorado, but having never left the airport I would hardly consider myself to have seen those states.

I would specify "I only drove through it" but I still think it counts as you actually at least saw the state.

Well legally you didn't set foot on that state. State or city or nation, legally you have to leave the departure zone of the airport to count as being there. If you were there in a layover , local governments don't considered you to have been there unless you walk out of the departure zone

I was in a Hong Kong airport but legally I have never been to Hong Kong because I stayed inside the departure zone and then got on another plane

I guess that makes sense. I usually count it. But that's because I sometimes see a lot of it. Like when I drove from the bottom left of Tennessee to the top right...

A layover typically is just a few hours where you don't leave the airport. And if you're doing international travel leaving to go to a hotel may not even be an option if it's an overnight deal.

Technically airports are Federal property, or at least are on Federal property. You landed in the United States, but you didnt land in Colorado or Texas. You could have walked to those States but chose not to.
