Nobody needs something like a bump stock. Also a criminal would just illegally buy an assault weapon instead of just modifying a gun with a bump stock.

Considering how the reciever is typically considered the firearm, I'm not sure how a stock can be added to that?

Would a rifle with a bump stock be considered an underslung rifle attachment on a machine gun?

Seriously though, it's a lot easier to file and add parts in the reciever for automatic fire than buy a machine gun, though perhaps not as easy as a stock you can burn after a shooting.

It's almost as if the ideal firing rate of an army fighting protracted battles for hours at a time and having to worry about ammunition logistics over years of conflict aren't the same as the ideal firing rate of a madman trying to unload as much as possible in a 1-5 minute burst who has no expectations of living to see the turn of the next hour of the day.

I'm sure that, if someone wanted to buy a bump stock, they've already done so. The threat of a ban probably drove the prices up; so there are people who probably made a bundle before the ban went into effect.

I've never met anyone who owned a fully automatic weapon. It's almost as though nobody does. Semi-automatic? That's child's play. Real men use revolutionary war-era muskets that take 2 minutes to reload properly. Either that or they hunt with their bare hands. Way more efficient.
