Not everyone can afford a car.

If you live in a big city, there might be public transportation. You might live close enough to walk or bike. You might even be able to carpool with someone else (less likely if you live way out in BFE).

On the main topic: yeah, CoL is extraordinarily high there. Housing, groceries, and general household supplies are more expensive. Meaning a dollar doesn't go as far as somewhere else.

Where I live, 60k is more than enough money to live well. Rent for a 2br/2ba apartment is usually under a thousand, gas is close to $2/gal, and you can buy a week's worth of groceries for $50. CoL is low.

Also big cities tend to have much better infrastructure than some rural town. Internet is pretty mandatory now and living out in the middle of nowhere you might not even be able to get broadband internet if no one is willing to lay cables out to you. Let alone getting good connection since companies are less likely to invest in an area without a lot of potential customers.

The 'Very Low' limit is found by taking 50% of the median household income and adjusting it. The Extremely Low limit is found by taking 60% of the Very Low limit and adjusting it.

Yeah wealthy people like the bay but the people pushing up housing prices are the upper middle class techies and other white collar workers. San Jose, Fremont, Hayward, Oakland arenot a top tier cities, dude, it's not even no. 1 in the US from the standpoint of the global rich. Not even getting into the greater bay.
