If you do this arbitrarily enough, you can make it look like 8 out of 10 districts voted for oranges when 600 out of 1000 people voted for prunes. Then the DNC chose the less popular candidate as their front runner; souring a majority of the party into not voting or even revenge voting. Then the Electoral College, the only votes that actually matter, are supposed to follow the vote of 8 out of 10 districts. Last year, a staggering 14 members threw away their votes on the third party, most of which were supposed to vote for Hillary. Had they followed though, it may have been close enough to trigger a recount.
