The AI in Super Mario Kart only uses one specific weapon per character, some of which are not even obtainable by player characters. Also, the opponents always finish in a predetermined order based on which character you've chosen

To build upon this

they will always place in the same orders once you start racing unless you disrupt this order and purposely change their placings , then they will follow the new order

like, if Mario always comes 2nd, if you attack him, and he ends up in 4th, then he'll be in fourth until the end of the circuit

Yeah, I had a notebook growing up with the order of AI for each character and would challenge myself to try and end the cup with reverse order AI. I only did that once or twice solo

I did this too! But I used a player 2 waiting at the start line so that if I get someone down to 7th they will reverse rubber band

I thought they use green shells.

You'll never see them use them, but there's always random green shells bouncing around the course (or maybe they're just mine?)

To expand further:

The order of the final three AIs (on single-player; I forget if it's final two or final three on two-player offhand) is not in fact fixed in this way, and they can easily fluctuate. However, since normally none of these positions have points (unless five different AIs receive points, which can happen but isn't the norm) this is largely moot.

The reason you always played in splitscreen even in single-player was because the SNES couldn't handle processing everything in full-screen.
