Apparently voters were turned off by the tax increase from the ACA in republican districts and turned on the democrats and they lost seats because of it... Mail in is easy as all you have to do is drop it off in a mail box without any waiting whatsoever.. That's why Trump said of mail in ballots "if you can protest, you can vote in person" Conservatives know this and seem to think liberal voters are ones most likely not willing to wait hours to vote and this option allows them to easily vote.
