im guessing the law is for harsher punishments for making fake 911calls like the woman who called 911 on the birdwatcher

That "protest" if you would like to call it that is the furthest thing from peaceful. They were blocking the entrance to the park preventing guests and fans from entering, also causing traffic problems. What the "protestors" were doing is illegal at the end of the day.
