The official response from the government at the time was that it was just a weather balloon. But in actuality, it was more likely a high altitude spy balloon that crashed during a test flight. This spy balloon being part of a top secret military operation known as project mogul. The balloon was likely launched from the Alamogordo air force base which is not that far way from Roswell.
