Whats wrong with spotify?

It's impossible to use anonymously, and also dependent on useful network connectivity.

Meanwhile, transferring a couple dozen GBs of mp3s over to an android phone is a very simple process, and the music works just fine without a login or any towers nearby.

There actually is.
https://www.theatlantic.com/politics/archive/2013/06/how-the-voting-rights-act-hurts-democrats-and-minorities/276893/

In the 60s, SCOTUS pretty much mandated the creation of "majority-minority" districts, where the lines were intentionally drawn around and connecting minority neighborhoods in an attempt to nigh-mandate minority representatives.

What actually happened, is that several states in the South were more than happy to oblige, and corralled all the minorities into one or two districts.
