I think there's legitimately a chance that the mlb and majority of the country will be ready to get going in June, but the martial law states like NY and CA refuse to open the stadiums. Might have all of the Yankee home games in Florida this year (good for Stanton at least!)

Imo the punishment should have been like

Vacated title
Stripped individual accolades
Team 0-162 record (the players records stay the same because that causes too many problems for like trades etc. This is more to hit the organization and management).
Player statistics permanently marked with an asterisk.
Post season ban for a year
A portion of revenue the team makes for x period of time is cut and distributed to the other teams (kind of like luxury tax. I know this probably cant happen but the thinking here is that I think the Astros are going to profit off of this whole thing simply because people will go just to boo them and they did "win" a world series which should also increase attendance. They should not benefit from this.)
Plus the actual penalties that were issued

Nothing else will actually happen if they refuse to investigate the buzzers in 2019.

The only additional "punishment" we can hope to see is Altuve and Beltran never getting into the HOF.

Random comment: Also I just want to briefly comment on how Virtue's Last Reward is probably the most clever game title I've ever seen; the original Japanese title translated literally to "Good People Die", but also contained within it a double meaning of something like "I have to be a good person" that's lost in the literal translation to English; instead they used the idiom "last reward" meaning death, to convey the double meaning that virtue is something that carries with it a reward, but also, that virtue will get you killed. It's a fucking masterstroke of translation and I just felt like giving commendation to this. (Also, I didn't mention this, but the localization and voice acting for the game in general seemed really top notch)

This is probably one of the most impressive sci-fi epics ever written in any medium, let alone video games; I'm probably more invested in everything going on in this game than I am in any particular sci-fi movie, especially because you're able to walk around and actually interact with the world, which lets it fill in the details on a lot of little niches that movies, TV, and even books can't do as effectively.

Totally agree and it saddens me that you haven't played ME3 yet. With the DLC it's the best in the series and a top 5 game of all time.
