Mandate a minimum 50 cent raise every 1000 hours worked, maximum of 5 bucks total. After 5 years even a basic job should get you in the 13-15 an hour range which is what the left wants. And the right can't complain since it isn't handed to them, they'd have to have a crap job for 5 years to attain it. That's enough to put people in the 30k salary range. Enough to live in peace in most states or live with a roommate to save enough to learn a trade or go to school or whatever.
