so what's the fastest way to get exp books?

Events give a bunch for free usually so make sure to always do them. They also give you primo gems and all sorts of other mats.

Other than events, you can spend your daily resin on the blue leylines for fast exp books asap, or just find them scattered from quests, chests, etc which is a bit slower but they stack up over time. you'll probably find yourself cash limited though

character levels, weapon levels, and artifact levels, which is probably the most important to prioritize?

it depends on the character really. for supports type characters (shielders, healers, buffers etc), levelling up the character is generally good (specifically their abilities which can also individually be levelled). for carries, a balance is good but late game most of their power will come from artifacts

early on IMO you should try and balance it a bit since you get a lot of early stats for minimal EXP for all 3 of character levels, weapon levels and artifact levels. the higher the level, the more exp and money it costs. but lower levels still give a lot of stats despite being cheaper and less exp needed

somehow the PC client defaulted to american servers instead of asian servers and I didn't realise. progress is not synced cross region

Ugh I like the game but I can't play 3 gachas at once I'll play for the story super casually not spend money and not go into collecting characters or making characters op like I do with genshin.

the only gacha i play rn is genshin. im starting to lose a bit of interest in it. i dont really care for exploring anymore, and the cutscenes have been grating me for a while. the combat is still fun but the events/grind drag on. i did drop a lot of money on it so im gonna keep playing it for a while. dunno if ill spend money on star rail but supposedly its less of a time investment, and i like the turn based combat as a change of pace

theres a bit of fluff but the only reason i paid for it was the windows app/web player. sometimes at my PC i want to listen to podcasts and having progress synced with the phone was nice but only worth like a buck a month

It's more that the UK doesn't want a monopoly to form and operate in their borders, so if they do merge they won't be allowed to sell in the UK market anymore. There's nothing stopping these companies pulling out of the UK and just forming a monopoly in the US
