Realistically speaking, equality of opportunity (on the basis of race and gender anyway) was achieved a while ago so the conversation had to shift to equality of outcome, which is an impossible standard and ensures that there will always be room for complaints. The vast majority of bad policy comes from trying to rig outcomes, such as discrimination against Asians (and to a lesser extent whites) in higher education because of a natural achievement gap. The end result is that Asians and whites *frequently* lie about their ancestry (#GoofyElizabethWarren) because otherwise they can't get through the system -- and, of course, because this is taking place, *actual* individuals of that ancestry are still being excluded anyway. I owned a 4460 for several years before giving it away. I don't know if the BIOS on your motherboard supports it out of the box because I think that H81 needs a BIOS update to support Haswell-Refresh. I am believe the 4430 will support that motherboard out of the box. I don't know why you bought DDR3 RAM and an old motherboard like that. In this price range you would have been better off getting a R3 1300 ($99) and a B350 Motherboard (e.g. B350 Tomahawk, $85). Then a $100 stick of 8GB DDR4 RAM. Would have performed on-par if not better than a low end Haswell i5. Intel definitely stagnated over the past 7 years but with the release of Coffee Lake these 4-core SKUs are going to get phased out pretty fast. I would really appreciate if TC was more forward with what he was doing. If he's upgrading a Haswell system he could probably grab a used 4790k on the cheap. The only positive is that with RAM prices the way they are, getting DDR3 not a terrible idea. But if he's trying to build a PC with a $500-$600 budget, getting a Ryzen 3 system is probably much better in the long run. GPUs haven't made any progress because Nvidia does a ~20 month release cycle of hardware.
