I'm not gonna say "rock" and "hawk" are exactly the same, but Nintendo clearly thought they were close enough to name the character that way on purpose and literally use "rawk" as a visual stand-in for "rock" in like every sentence he speaks.

This doesn't really make sense, because they clearly expect people to know they mean "rock," given the... Blatant context, so it makes much more sense that they expect people to say it that way so they get the joke immediately.

There are tons of crimes that are, in fact, not punishable by jail time. Therefore, saying something doesn't deserve jail time literally only means I think it doesn't deserve jail time.

I think this actually is the answer, except they're attempting to say they do. The idea is supposed to be that you're looking at them as the answer to what you want (health care).

I think the idea is supposed to be that they're warmly accepting you/greeting you, or you came to them for it, so in this case, it's used correctly, for what they're trying to convey.
