I believe it's when you have something on your laptop or whatever and go through customs, I remember seeing an episode of border security and some guy had nude drawings of children and they arrested him for CP I've seen a few of those and they usually have much more to the story than what's on the surface. Some are found to have actual CP and charged for that, some enter plea deals because they don't want to deal with a long court battle and some are immediately dismissed. It differs case by case and on which country. The most recent one I can think of was that melonpan incident and he eventually got all his confiscated stuff back and his case dismissed.
