I'm not completely sure, it's the only yugioh I haven't seen But from what I've gleamed, they are pieces of Astral's memory that scattered around the Earth. When someone obtains them, the monster becomes a sort of manifestation of the wielder's psyche. So Shark has aquatic shark-themed Number monsters for example I should probably watch it since people say part ii is really good but Yuma is annoying and I already have a bunch of other anime started so it won't happen soon Also apparently Number monsters above 99 or 100 are special. Don't remember why, I think there was just supposed to only be 99 or 100 fragments  --- |

I'd say only Hope Harbinger Dragon and Utopia are meta-ish, and the latter only because he's a vessel to summon Number S39: Utopia the Lightning, who's a staple. When it comes to the other cards, there are either better Xyz monsters or the level requirement is awkward (for Rank 5 and Rank 10s). Hope Harbinger is run in Blue-Eyes which won a world tourney recently. Modern Yugioh has removal everywhere, so often times a monster that appears to have a really great effect may not be so hot because it's too easy to swat off the board or negate it. Note that Hope Harbinger lets you negate spells which is extremely powerful, while Utopia the Lightning is a 5000 ATK beatstick that can't be stopped during battle, letting you run over some of the strongest cards in the game like Supreme King Z-arc. --- |
