My point is just that it near certainly wasn't a choice by the dev team to deliver that unfinished cutscene to audiences through a bonus disc intending it to be seen as the ending of the game or even just 'resolution' of the Eli subplot (seeing that the phantom episode doesn't really resolve anything about it except for Eli to disappear in another more stupid way) --- |

The phantom episode isn't a 'sorry we didn't have time to put this in the game' it was a marketing gimmick for the collectors edition that made use of an unfinished cutscene that they intentionally decided not to include in the game. Blame Konami for wanting to extract more money from the project --- |
