tbh I don't care that much about combat in games in general. as long as there's not too much of it and the rest of the game is good, I'm more or less fine.

Hollow Knight is a good example: it has a good combat system, though I didn't like it nearly as much as the exploration or the platforming

fluency isn't about the number of words, though "a few thousand" is probably a safe bet.

you used French as an example, so that's what I'm using here.

if you can go to Montreal and talk to people in French without people talking back to you in English, you can speak and understand it pretty fluently. the next level beyond that would be something like opening a bank account in French.

if you can read an adult fiction story or some sort of long news article in French without using a dictionary, you can read it pretty fluently. the next level beyond that would be something like reading a manual for some kind of complicated equipment

it's not semantics though. managing the property is a job, but it's often outsourced to another person, meaning that it's not inherent to owning the building.
