I thought it was in the boat itself with the kid?

Also @KamenRiderBlade apparently part of the body count has to do with the fact it's the only lake in the area you can actually swim in? So more swimmers = more drownings/incidents.

It's a freshwater lake so you have a lot less buoyancy than you would in the ocean.

Sounds like it's officially been acknowledged that it's now a recovery mission.

Area of the lake they think she disappeared in based on where the boat was found is about 30 feet deep with only 15 feet of visibility. That's pretty fucking bad.

Obviously nothing concrete but I've seen some chatter from people familiar with the type of boat she'd have rented say the specific boats can be difficult to get back into, especially if there isn't a ladder (which is a possibility). Apparently there was also a man that drowned in that lake once after he helped his daughter back onto the boat and the boat started drifting away and he didn't have enough energy left to reach it.

So lotta possibilities but I guess there will never be an answer as to exactly what happened (outside of what her kid has supposedly said).

I concur, but what if she drowned by accident?

Hypothetically, she goes for a swim with her kid without "Stretching Properly" before hand.

She pulls a muscle mid swim, and because she's never pulled a muscle while in a very deep lake, she panics, and accidentally drowns?

Doesn't that sound plausible?

Oh yeah no I wasn't ruling out accidental, if anything there's probably a 99.9% chance that's how she died (drowning). How it happened of course will probably never be known (unless someone that knows her says she can't swim or something like that).

I was just saying the concept of purposely drowning yourself isn't super feasible. You'd have to get yourself down deep enough in the water so that you couldn't reach the surface again before your panic reflexes took over and your body started inhaling water.

https://www.cacp.ca/news/canadas-police-leaders-recommend-adopting-a-public-health-led-diversionary-approach-to-illicit-subst.html

The Canadian Association of Chiefs of Police (CACP) today announced that the association is recommending that all police agencies in Canada recognize substance abuse and addiction as a public health issue to help reduce drug overdoses and is endorsing the decriminalization of personal possession of illicit drugs.

Canada continues to grapple with the Fentanyl crisis and a poisoned drug supply that has devastated our communities and taken thousands of lives, stated CACP President, Chief Constable Adam Palmer. We recommend that enforcement for possession give way to an integrated health-focussed approach that requires partnerships between police, healthcare and all levels of government.

The CACP proposes increased access to healthcare, treatment and social services to divert people struggling with substance use or addiction away from the criminal justice system. This would apply to individuals in possession of small or predetermined amounts of illicit drugs for personal consumption.

These healthcare and social supports need to exist on a local, provincial and national level. The CACP asserts that diversion opportunities would improve the health and safety outcomes for individuals who use drugs, while also reducing property crime and repeat offences and the demand for drugs in communities.

Enforcement and judicial efforts must continue to be committed to combatting organized crime and disrupting the supply of harmful substances coming into our communities by targeting drug trafficking and the illegal production and importation of drugs.

While law enforcement continues to be required to stop those putting poisoned and illegal substances on our streets, the traditional role of frontline policing has fundamentally shifted to harm reduction when interacting with people experiencing addiction or mental health issues. Frequently, our officers are the point of first contact and the ones who will assist individuals in accessing appropriate services and pathways of care, added CACP President, Chief Constable Adam Palmer.

The CACP is calling for the creation of a national task force to research drug policy reform. Specifically, the CACP is looking for reform to section. 4(1) of the Controlled Drugs and Substances Act related to simple possession and is recommending alternatives to criminal sanctions that promote a health-based diversionary approach.

In March 2018, the CACP created a Special Purpose Committee to study the decriminalization of illicit drugs and its impact on public safety. Todays recommendations flow from the findings of the committee.

TopicOver 500,000 businesses got PPP loans but are listed as retaining zero jobs

https://www.marketwatch.com/story/over-500000-businesses-got-ppp-loans-but-are-listed-as-retaining-zero-jobs-treasury-department-data-show-2020-07-08

The Paycheck Protection Program was designed to help small business weather the coronavirus pandemic while keeping their workers employed.

But government data suggests that hundreds of thousands of businesses across the country got access to funds without indicating how many jobs would be saved.

On Monday, the Trump Administration released data on the small businesses nationwide that received loans through the $669-billion Paycheck Protection Program. The loans distributed through the program were partially or fully forgivable depending on how much of the proceeds were used to keep employees on payroll.

The Small Business Administration has said the program has helped support about 51 million jobs. Yet, wrinkles in the data point to issues the federal government will face when keeping businesses accountable once it comes time to verify whether the loans they received will be forgiven.

A MarketWatch analysis of the government data found that just over 554,000 small businesses who got PPP funds reported retaining zero jobs. Nearly 50,000 of these business had received loans larger than $150,000, and more than 300 have received loans between $5 million and $10 million.

Thousands more companies did not report how many jobs their loans saved. Government data is horrific, said Veronique de Rugy, a senior research fellow at the Mercatus Center at George Mason University, a nonprofit think tank. This is this common pattern of these government reports.

Businesses were asked to provide information on the number of jobs that would be saved on their applications for PPP loans, a Treasury Department spokesman said, but they were not necessarily required to provide it. To receive loan forgiveness, the companies will be asked to supply information regarding how people they employ and what those workers are paid.

Some business said the data released regarding the number of employees retained was incorrect. Meridian Behavioral Healthcare, a mental health care provider in Gainesville, Fla., received a loan between $5 million and $10 million through the program, and according to the government data, it retained no employees. The company told MarketWatch that in fact it has retained all of its employees and used PPP funds to do so.

Similarly, Missouri-based staffing firm SyllogisTeks was reported as having retained zero jobs despite receiving a loan larger than $5 million through the Paycheck Protection Program. A spokeswoman for company said all workers have remained employed. Jobs Retained was not a field we were asked in the application process and we have not received any additional information directing us to provide that information since we were approved, she said. We are looking into how we are able to update this data.

A survey conducted by National Federation of Independent Business, the largest trade group in the U.S. that represents small businesses, found that most PPP loan recipients planned to put the money toward approved uses such as payroll costs that would entitle them to forgiveness.

The vast majority of PPP loan borrowers applied for the loan specifically for the forgiveness element of it, said Holly Wade, NFIBs director of research and policy analysis. Only 2% of businesses expected less than half their loan expenses to be forgiven, but Wade said this was more a reflection of companies having trouble meeting the criteria than them having applied for a loan with no intention of using it for payroll.

The incorrect or missing data regarding the number of workers these businesses kept employed throughout the pandemic exposes problems in the design of the PPP program, researchers say.

The government was offering free money, and businesses were lining up around the corner to take it, said Aaron Klein, a fellow and policy director of the Center on Regulation and Markets at the Brookings Institution, a Washington, D.C.-based think tank.

Part of the problem, Klein said, is that the government relied on banks to administer the program, decentralizing the process. As a result, the information collected about each business can vary from bank to bank, or even loan officer to loan officer. The large volume of loans banks were expected to process didnt help matters, either.

Its not the banks job to screen the applicants true need or use, Klein said.

The discrepancies could come to a head when it comes time to determine which businesses are eligible for forgiveness and which will pay the money back with interest. Its going to be a big mess, de Rugy said. Companies that have done everything right will be denied forgiveness, and vice versa.

If youre not even asked how many employees you started with in the application process, then youre in big trouble, de Rugy added.

Additionally, exemptions have been made since the PPP program was first announced to give more leeway to businesses such as restaurants and retailers that were ultimately unable to bring many people back to work because of health restrictions.

The jobs retention will be complicated, Wade said, because businesses could have used the proceeds to stay afloat in other ways, such as paying rent or for inventory. The loan is likely directly supporting hires later on.

https://abcnews.go.com/International/wireStory/police-seoul-mayor-reported-missing-search-underway-71687964

The missing mayor of South Koreas capital, reportedly embroiled in sexual harassment allegations, was found dead early Friday, more than half a day after giving his daughter a will-like message and then leaving home, police said.

Police said they located Park Won-soons body near a traditional restaurant in wooded hills in northern Seoul, more than seven hours after they launched a massive search for him.

Choi Ik-su, an officer from the Seoul Metropolitan Police Agency, told reporters there were no signs of foul play and no suicide note had been found at the site or in Parks residence. He refused to elaborate on the cause of Parks death.

Choi said rescue dogs found Parks body, and police had recovered his bag, cellphone and business cards.

His daughter called police on Thursday afternoon and said her father had given her a will-like verbal message in the morning before leaving home. She didnt explain the contents of the message, said an officer at the Seoul Metropolitan Police Agency who was responsible for the search operation.

Police said they mobilized about 600 police and fire officers, drones and tracking dogs to search for Park in the hills, where his cellphone signal was last detected. They said the phone was turned off when they tried to call him.

His daughter called police after he couldnt reach her father on the phone, the Seoul police officer said, requesting anonymity because she was not authorized to speak to the media about the matter.

Kim Ji-hyeong, a Seoul Metropolitan Government official, said Park did not come to work on Thursday for unspecified reasons and had canceled all of his schedule, including a meeting with a presidential official at his Seoul City Hall office.

The reason for Parks disappearance wasnt clear. The Seoul-based SBS television network reported that one of Parks secretaries had lodged a complaint with police on Wednesday night over alleged sexual harassment such as unwanted physical contact that began in 2017. The SBS report, which didnt cite any source, said the secretary told police investigators that an unspecified number of other female employees at Seoul City Hall had suffered similar sexual harassment by Park.

MBC television carried a similar report.

Choi, the police officer, confirmed that a complaint was filed with police against Park on Wednesday. He refused to provide further details, citing privacy issues.

Police officer Lee Byeong-seok told reporters that Park was last identified by a security camera at 10:53 a.m. at the entrance to the hills, more than six hours before his daughter called police to report him missing.

Fire officer Jeong Jin-hyang told reporters on Thursday night that rescuers used dogs to search dangerous areas on the hills.

Park, 64, a longtime civic activist and human rights lawyer, was elected Seoul mayor in 2011. He became the citys first mayor to be voted to a third term in June 2018. A member of President Moon Jae-ins liberal Democratic Party, he had been considered a potential presidential candidate in 2022 elections.

Park had mostly maintained his activist colors as mayor, criticizing what he described as the countrys growing social and economic inequalities and corrupt ties between large businesses and politicians.

As a lawyer, he was credited with winning the countrys first sexual harassment conviction. He has also been an outspoken critic of Japans colonial-era policies toward Korea, including the mobilization of Korean and other women as sex slaves for Japanese soldiers.

Park also established himself as a fierce opponent of former conservative President Park Geun-hye and openly supported the millions of people who flooded the citys streets in late 2016 and 2017 calling for her ouster over a corruption scandal.

Park Geun-hye, a daughter of late authoritarian leader Park Chung-hee, was formally removed from office in March 2017 and is currently serving a decades-long prison term on bribery and other charges.

Seoul, a city of 10 million people, has become a new center of the coronavirus outbreak in South Korea since the country eased its rigid social distancing rules in early May. Authorities are struggling to trace contacts amid surges in cases linked to nightclubs, church services, a huge e-commerce warehouse and door-to-door sellers in Seoul.

Park Won-soon led an aggressive anti-virus campaign, shutting down thousands of nightspots and banning rallies in major downtown streets.

Maybe not, since laws regarding native Americans are real weird, but that's would I was expecting this would be.

It's not the same as crossing into another country.

Also I believe it only applies to members of the actual tribe the reservation is for anyways. Like if someone from a reservation in North or South Dakota went down there and did something illegal the state of Oklahoma would still have jurisdiction over that person's actions.

E: Actually nevermind the above, did more reading and while the SCOTUS did rule that Indian tribes couldn't prosecute members of other tribes in Duro v Reina, Congress went and changed the ICRA after to allow them to do it.

So first of all, this means that the dude who raped a 4-year old girl might be getting his sentence overturned. Which is disgusting.

This also suggests that every crime that occurs within the entire eastern half of Oklahoma can only be undertaken by Muscogee Law, and there is absolutely no chance that the Muskogee tribe has the capabilities to handle the criminal activities of 1.8 million people. Because this defence isn't just a defence because our rapist was a Native American, but anyone living on Native Land would follow the Native laws instead of the State of Oklahoma. So theoretically anyone who commits a crime in this area would have this defence and need to deal with the Native legal system, which will definitely be completely unable to handle this workload.

I feel like this can go incredibly badly for Oklahoma.

The reason the SCOTUS is looking at this is because a Native American raped a 4-year old child, and used the defence that he is protected from American Prosecution since the crime was committed on native land, not US soil, and therefore the state of Oklahoma was out of its jurisdiction by convicting him. The SCOTUS has now effectively agreed with this reasoning.

This only applies to Native Americans. White/Black/Asian/etc people would still fall under the jurisdiction of Oklahoma.

https://www.dailydot.com/debug/kayleigh-mcenany-parents-construction-ppp-loan/

White House Press Secretary Kayleigh McEnanys parents received millions of dollars in Paycheck Protection Program (PPP) loans, according to data released by the Small Business Administration this week.

The data was released Monday after government accountability experts and journalists, concerned about the programs lack of transparency and secrecy, pressured Treasury Secretary Steven Mnuchin to make it publicly available.

McEnany Roofing, a commercial roofing company in Florida owned by McEnanys parents, Michael and Leanne McEnany, received somewhere between $12 million dollars from PPP.

Because the SBA will not release loan details, the exact figure could not be determined.

PPP was created by Congress as part of the CARES (Coronavirus Aid, Relief, and Economic Security) Act, and implemented by the executive branch, to assist small businesses in navigating the economic crisis brought on by coronavirus.

According to program rules, as long as the money is used to pay employees, and for rent and utilities, the government will forgive the entire loan.

McEnany Roofing appears to employ close to 30 people in its corporate offices, according to its website, and the number of total employees could not be determined.

According to the loan data, McEnany Roofing said it employs 141 people.

In an interview with Fox News back in April, McEnany noted that the program was designed to go to companies with 10 or fewer employees.

The vast majority, as I noted, 1 million of the 1.6 million loans that went out, were companies with 10 or fewer employees. That is what this program is designed to do, that is who it is helping, she told Ed Henry.

When asked about the lack of transparency of the program, she noted that Were concerned with getting money to people right now. I mean, look, were not concerned with cobbling a list together to please the media.

Because SBA did not release specific details about loan data, there was no immediate way to determine where the money McEnany Roofing received was spent.

Since the datas release, ethical questions raised by government watchdogs and journalists have exposed members of Congress, billionaires like Kanye West, and families of executive branch officials like Secretary Of Transportation Elaine Chao receiving PPP loans.

Kayleigh McEnany has previously criticized government assistance, saying in 2018 that, it was exactly right that welfare recipients should feel enough shame to motivate themselves off of government assistance according to Media Matters.

McEnany Roofing and McEnany did not respond to requests for comment.

Not sure if they all use similar systems or not but if the employee is claiming it was a mistake or mishearing it might be pretty easy to confirm. I'm guessing they did too since a line from further in the article says:

"We have investigated the matter and believe that it was not a deliberate act but an unfortunate mistake that could have been avoided with a simple clarification," the spokesperson said. "We're taking appropriate actions with the team member, including additional training, to ensure this does not occur again."

It's pretty easy for these big corporations to just say fuck it and fire the person unless they are sure there wasn't an actual problem.

All the while the police continue to kill unarmed Black people with impunity, sparking demonstrations across the country. Any one of these legacy-defining crises would consume the average American president. For Donald Trump, somehow, there is an even more pressing agenda item: wrecking the racing career of Nascars Bubba Wallace.

The bashing began on Monday with Trump wondering on Twitter whether Wallace whose status as Nascars only top-level Black driver came into sharp relief after a noose was discovered in his team garage a little more than a week after he successfully called on his Southern-fried sport to ban the Confederate flag had apologized to all those great Nascar drivers & officials who came to his aid, stood by his side, & were willing to sacrifice everything for him, only to find out that the whole thing was just another HOAX?

Later White House spokeswoman Kayleigh McEnany defended her bosss comments by comparing Wallace to the actor Jussie Smollett, a false equivalency that had gathered momentum among self-styled fake news watchdogs after the FBI closed its investigation by declaring the noose had been hanging in the garage stall for at least eight months. Never mind the pictures, or the word noose appearing three times in one paragraph of the FBIs case-closing statement, or the fact that it was Nascar rather than Wallace who reported the noose in the first place.

Trump has never had much bandwidth for context that cant be measured in ratings. So it figures that hed also claim in his Bubba-bashing tweet that Nascars Noosegate controversy and flag ban was responsible for the sports lowest ratings ever, even as the data disproves him.

That Trump is two weeks behind this news might have been taken as an encouraging sign of restraint or better still, focus if the president werent coming off a weekend spent sowing division and dog whistling to his base in a fevered effort to bridge a double-digit gap in the polls for this Novembers election. Trumps willingness to take aim at Nascar, however, is an interesting new wrinkle in the political rights time honored Southern Strategy. If this indeed proves to be the final act of the Trump presidency, history may well recognize this as the first subplot to come full circle and foreshadow the end.

The sport has been fundamental to maintaining a Republican White House Republican in this century, starting with George W Bushs strategic embrace of Nascar Dads. When Trump ran in 2016, then-Nascar president Brian France was not only early on the scene to deliver a frothy stump speech, but he also brought along a handful of star drivers. The stunt had Nascar Corporate struggling to draw a line between their agnostic-minded politics and those of their supreme leader and beneficiary. (Imagine the NFL having to do the same for Roger Goodell) And even after France, who would spearhead the diversity effort that would give rise to Wallace, clarified his support for Trump by calling it a routine endorsement, Trump rightly saw France for what he was: the very embodiment of his sport. Nascar endorsed Trump, the future president cracked at a subsequent campaign stop. Can you believe that?

When Trump went on to demonize Black NFL players who knelt during the national anthem to protest against racism and police brutality, Nascar team owners circled their wagons around the president. (But the Confederate flag, though.) Not least among those team owners was Richard Petty, a seven-time Cup series champion who celebrated his 200th career victory with Ronald Reagan and who also signed Wallace. But over the course of his partnership with Wallace, Petty has gone from saying, anybody that dont stand for the anthem oughta be out of the country to green-lighting a Black Lives Matter livery and coming out of quarantine to embrace his driver on the track after that noose was found in his garage.

Besides noted White House lapdog Lindsey Graham pushing back on Trumps broadside, and driver Tyler Reddick tweeting and then deleting a presidential rebuke, not much has changed since Wallace found himself on the other side of the presidents Twitter thumbs.

On the one hand, Wallace still enjoys support from outside of his team shop and in. (Petty team majority owner Andrew Murstein blasted Trumps tweet as late, misinformed and factually incorrect in a statement to Fox Sports. CNNs Anderson Cooper went even further on his nightly program, calling the tweet, racist, pure and simple.) On the other hand, Wallace still has to work in an environment that condemns the anti-Black racism represented in the Confederate flag and redolent in the presidents rhetoric even as a rival driver takes money to display a Trump campaign sign on his car.

Its enough to make you wonder how serious Nascar is about making its sport more inclusive. Because if the sport were really serious, it would clear the field of any relationships that might muddy its unifying messaging not least Nascars own relationship with Barstool Sports, a media frat house that wallows in racism, sexism and targeted harassment. If the sport genuinely cared, wed hear less from Nascar president Steve Phelps and more from chairman and CEO Jim France who appears content to use Phelps as a human shield to protect the France family name that was once intertwined with that of Southern Strategy forefather George Wallace.

Bubba Wallace, alas, isnt so sheltered. And as messed up as it must be to be a Black person in a high-profile job while also stressing over possible censures from the president as you push for more diversity at the office, Wallace at least finds himself in good company. Colin Kaepernick, LeBron James and Jemele Hill are just a few of the Black sports figures who have been the target of Trump tweets and reemerged from those mentions bigger, stronger and more influential than ever. Wallace, for his part, seems to appreciate this. All the haters are doing is elevating your voice and platform to much greater heights, read his iOS press release on the matter. Love should come naturally as people are TAUGHT to hate. Even when its HATE from the POTUS.

Clearly, Trump was just kicking up yet another distraction from the very real existential crises he gives passing consideration to between his all-too-frequent tee times. But in the end, well, it backfired. Not only does there figure to be even more scrutiny on Nascar going forward, but also greater pressure on the sport to stay on the correct side of history and do right by a driver who once wanted nothing more than to be just another guy on the grid. Despite the presidents best efforts to Kaepernick his sports career, all Trump did instead was mark this as the moment Wallace truly arrived.

Wallace isnt just bigger than ever now. Hes too big to fail.

The Trump administration has often said it would sniff out leakers within its own ranks to no avail. But this time, Politico reports, the White House seems more determined than usual.

Per Politico, the administration has opened an internal investigation to figure out who leaked intelligence about Russia allegedly offering bounties to Taliban-linked militants to kill U.S. and coalition troops in Afghanistan. Some of the anger about the leak may have to do with the fact that the information was highly-classified, but the bombshell report also sparked backlash against President Trump for failing to address the issue. The White House responded by denying Trump was ever briefed on the intelligence, which only led to more criticism.

After a series of interviews, the administration reportedly believes it's narrowed down the list to fewer than 10 people who had access to the intelligence. The White House maintains the story was overblown and the report itself is far from conclusive, although follow-up reporting provided further evidence that the bounties were real.

Everyone keeps questioning the "bubble" concept for the NHL and NBA (but at least with the NHL they're basing them in Canada), but the MLB is just straight up going to run a 60-game season that actually has the players traveling from city-to-city and doesn't actually impose limits on what the players/team staff can do when they're not at the ballpark.

It's legitimately fucking nuts.

? The DLC sequences are the best ones in the game aside from the early ones.

Bonfire of the Vanities was and is terrible. Like I can see it being "better" if you actually beat the main ACII story and then play it after, but with it actually being inserted into the main story line and required to be completed to advance it's nothing more than a chore, because at that point you're 100% set to finally take out Rodrigo but it forcibly stops you from doing so.

"Here's a new jumping mechanic" - okay that only gets used here and the game is 90% over at this point.
"Here's 9 targets to kill" - okay they're all over the fucking place and this is basically just AC1 but in one single sequence in another game

The only thing that matters is the speech at the end.

Also

You can't "whitewash" a character whose existence hasn't been established yet.
