For example, at my employer, every pay cycle (~2 weeks) I get a couple hours of Paid Time Off. That PTO can be spent to get paid if I can't make it to work or want to take time off for vacation. Critics are sure to suggest as Governing and Politico have that this bill is the federal government turning their backs on cities and states. This would be a more credible argument without some of the reforms being proposed as part of the bill. These changes give local governments more options for raising revenue and more motivation to find other responses to demand beyond simply begging the federal government for more money to build more stuff they can't afford to maintain.

Perhaps the most radical change is a provision to give states the flexibility to toll interstates so long as the revenue is reinvested in infrastructure. Its a welcome and long overdue baby step towards some actual pricing feedback. We can see this possibly leading to a broader shift away from gas tax, general funds and debt to actual user charges as the primary mechanism for funding highways. Standing ovation for a real, substantial reform.

Im also elated by a requirement this is not flexibility but a requirement for value capture financing to be used to fund major transit projects. In other words, the next time California wants to use billions of federal dollars to make a few people who own property around new transit stops filthy richonly to have those same people become NIMBY opposers of any development that would make the government investment actually pay offthe state wont need to resort to local zoning tyranny to avert multiple crises.

they drive less because driving is a very cost-sensitive activity. they drive less for the same reason people drive less when gas is more expensive.

it isn't just about that, it just shows you don't actually care about the morality of charging poor people too much for no reason

Poor people, who are much less likely to drive at all, especially in cities and during peak times when congestion pricing is in play, are the unequivocal winners when it comes to congestion pricing. Because isntead of charging them based on fuel you charge them based on use. It's a very basic argument that a real conservative would understand

by charging them what they use instead of an arbitrary amount based on their consumption of gas you would actually lower their transit bill, too

but the proposal would be good even if it raised revenue so I'm not gonna argue that too much, our roads are seriously underfunded and we should raise taxes/fees to pay for them

Robert F. Williams was a militant who was an open advocate of armed self-defense. Born in Monroe, North Carolina in 1925. He migrated to Detroit, Michigan during World War II where he organized for the United Auto Workers (UAW), and fought in the race riot that rocked Detroit in the summer of 1943. Williams returned to Monroe in 1955.

Elected president of the local branch of the National Association for the Advancement of Colored People (NAACP), Williams set out to build a membership in his own image: working class, militant, and armed. Williams began stockpiling guns in anticipation of an attack by the Klan. Vowing to "meet violence with violence," Williams was rebuked by the national office of the NAACP and suspended from his leadership post. In 1959 he began publishing his own newsletter, the Crusader.
As white mobs stormed the black community in the wake of the Freedom Rides, Williams and his wife left town, but only after allowing a white couple to take refuge in their home. Authorities indicted Williams for kidnapping the couple, forcing him to flee the country and take up residence in Cuba as a guest of Fidel Castro.

From exile in Cuba, Williams continued to circulate the Crusader throughout the South. With Castro's support, he also began broadcasting a radio program, "Radio Free Dixie," that reached black listeners in the US. Over the next few years he traveled Asia and Africa, speaking out against racism, colonialism, and the war in Vietnam. In 1968 while still in exile, living in Tanzania, Williams was named the first president of the Republic of New Africa.

I guess I could have been more clear about that but thats why I pointed it out, I am in a relationship where it seems logical for many reasons other than financial ones for us to live together but I'm still kinda iffy on pulling the trigger so its weird to me to see someone willing to jump in for purely economic reasons even when the personal ones are kinda dicey

Quantity definitely plays a big part in the appeal, though!
