The NCAA can police this. Make restrictions that involve eligibility going forward regarding this. No need to make it a felony. With Vegeta, most of the spirit bombs power was lost when Oozaru Vegeta attacked Goku. So it did incredible damage to Vegeta despite being at 30% power? 20% power? 10% power? If it was still fully charged, Vegeta is dead. Regarding Freeza. Namek had very little life to begin with (the Namekians were a race that nearly went extinct, but were on the rebound). And that scarce number of living beings were all dead. When Goku made the Namekian spirit bomb, the only non-animal/plant life on the planet were Goku, Freeza, Piccolo, Gohan and Bulma. Since life was scarce to pull power from, Goku reached out to neighboring planets to pull power as well. Thats why Goku was able to make it so massive.
