He seems to be speaking historically/"how it is" VS. claiming that's how it should be.

He's actually calling out Japan for xenophobia and how there's some hypocrisy about certain people claiming they don't like to see spanersity in Japan but wouldn't ever say the same thing about otjer locations, because compared to our societies, they absolutely are xenophobic by comparison. Most of the "foreigners" don't live there and are just tourists and honestly outside of some very touristy areas and Kyoto, the amount of foreigners disippate dramatically. Go to anywhere not Kyoto and Shibuya and it's like 99.9% Japanese. However, because they like specific areas, I can see why they are annoying, not to mention some of them can be rude, but if you look at the actual numbers of foreigners they let in to LIVE THERE, the Japanese people have a hilariously low tolerance for immigration compared to western countries.

Technically, all of Japan does not belong to the Japanese. You can own land in Japan and have a slice of it yourself as a non-Japanese (ethnically) if you're a citizen. That being said, in practicality, majority rule is still a thing and the Japanese could vote you out of your rights and strip them from you if they really wanted, and can very easily strip those who don't have rights from ever getting them by stopping non-Japanese from acquiring citizenship.

I assume this is what he meant. White people objectively hold a majority of the power in the US, regardless of who held it in the past, and if the majority collectively decide to strip you of your rights, your screwed. Luckily US is significantly less homogenized than Japan, but the same principles apply to where white people as a collective band together, they still hold a majority of power in the US and can remove people's rights, and can very easily stop others from ever getting those rights (people trying to become citizens).
