Some filler's fine, some sucks. It mostly depends on how enjoyable the characters and worldbuilding are on their own, without the overarching plot holding them up. If they're just a means to the end of that plot, filler sucks, because you're only really invested in the plot and delaying that plot is annoying. If they're great, spending more time with them is fun.

Now, recap episodes? Those suck. They can be okay if the recap is framed in a fun way or if it doesn't take up the whole episode (like the musical number at the end of the last episode of Reboot season 3? That was peak recap), but if that doesn't happen, they're generally just a waste of an episode.

They're functionally just for people who been away from the series for a while. Like, there's about five years in between each season of Re:zero, recaps are perfectly fine there. If they sneak it into the middle of a weekly ongoing series? Iffy, but still can be useful for something like conan that only really has a plot-heavy arc every could dozen or hundred episodes.

That's true, but I feel like recaps at the start of a season aren't all that common. That makes sense, but I'd also still be more than a little annoyed if I waited several years for a new season and the first episode of that season was entirely a recap. Taking a chunk out of that first episode to remind viewers how they got there is fair game, though.

I'm remembering, talking about this, that Wolf's Rain (I had to look it up to remember which series it was) had four consecutive recap episodes in a row at one point late in the series. That was horrible.

I'd argue that most of TLA was filler. The series as a whole put a lot more emphasis on characters and worldbuilding than on larger story arcs. Fortunately, those characters and worldbuilding are great and that means the filler is still a good time. Ember Island Players is also an example of a recap episode done well.
