MS flight simulator has PC mods that you can drive around in now. Closest I've seen is Google maps street view. I use it a lot still and I can check out restaurants food pics.

I can't think of many games that do an actual 1:1 scale. Test Drive Unlimited 1 has a 1:1 scale of O'ahu, Hawaii, but that's not available on modern hardware. The newest game in that series, Test Drive Unlimited Solar Crown also claims to be a 1:1 scale of Hong Kong, but that game is bad. Like, 3.9 user score on Metacritic, bad.

It reputedly did a spectacular job of recreating Los Angeles, including many recognizable landmarks across a map that was reasonably impressive in scope for its time (2003; it came out on PS2, OG XBox, and Gamecube). If you've never played it, I definitely recommend it because it was just damn fun.

It recreated parts of LA. Still a lot of truncated/skipped sections in order to fit all of the well known landmarks. I remember looking for my house and being disappointed that my entire neighborhood was missing. Still an impressive game map for it's time though.

Yeah I got the game back in 2003 when it came out and had recently went to LA for a visit. From what I remember all the roads and signs and landmarks were spot on. It's like you're there driving through that section of LA.

ms flight simulator is the closest thing I thought of and if those driving mods are good, that'd be pretty sick.

The Getaway (PS2) was a faithful recreation of London.

Watchdogs 2 isn't 1-for-1 but it captures a lot of the spirit of San Francisco and Silicon Valley, there's a lot to discover as fun ways to interact with the world.

I'm sure there are some Truck Simulator-like games like City Bus driver that have big cities too

There were a bunch of these on the Wii U funny enough. They were download only. I don't know if it's possible to get any of them now. It also wasn't the whole city.

Google Earth VR has a human scale option which makes everything 1:1 (or as close as possible) and seeing a lot of fully-rendered places is one of the best VR experiences you can have. When I had my Oculus Rift I'd spend so much time on it that it would start glitching out.

I always wanted this too. I love "exploring" places by poking around them in Google Earth, but it's pretty awkward. Can't wait for that 1:1 recreation of the entire Earth so I can fully explore the world without having to leave my house
