There was a note in the original where some expert of some sort speculates that he definitely can't halt a full-on they-want-us-dead missile strike. He says he estimates he might be able to stop half the missiles but the rest would be enough for total annihilation. If I dig up my copy later, I can copy it down.

Yeah I know what you meant. I was just commenting on the post that said he was omnipotent, because the source makes it clear he's definitely not. He just has more or less every superpower.

Okay understand Dr Manhattan is very weak willed.
He can see his future and doesn't see himself disarming the nukes so he does nothing.
He does not have the care to change his own future. He exists in his past present and future at all times.

He does not disarm them because his future self does not disarm them if that makes sense.

That's actually pretty accurate to his character when the movie introduces him. However they do show a flashback of them in Vietnam and I feel like he might have cared or had patriotism at some point.

Correct.

He was still connected for a while after the accident. It was several decades of living "apart" that did it. He didn't go from dorky watchmaker to living on Mars overnight, it was removing himself from humanity step by step over years.

May also be that he's definitely not omniscient either, and he simply can't disarm a bomb he doesn't know about or know where it is or etc.
